it could be that there is sync problem between the router at their
office and yours..
when we went with a SDSL connection over a T1, it took a couple of
power cycles ( and settings) before we settled in on our target speed..
which was lower than what i was supposed to get..

they might set your router at 1.5Mb/s but if its having a hard time
achieving those figures, it will have a performance hit on your
services.. dropping packets etc etc.. also line quality plays an
important role as well.. a bad connection at the dmark box..

what speed are you supposed to be getting??

one way to figure out your speed is to go to Adobe and download a large
demo file or updater..
they have so much bandwidth that your sure to reach your max, before
you reach theirs..

a 'practical' method to see if what they say your getting and what
you're actually getting..
