who signed up in 2002 who has just now been sold one of our email packages
and as I understand it if the 'Days to pay' is left blank the commission
will be issued indefinitely...

You can do it on a per customer basis, but in order to do it per service,
you would need to do it as salespeople (with a 0% commission, then a $10
spiff or whatever on a per product basis).
