set the days to pay to a large number and add the product to a customer with
an establish date in 2002. I assume it is going to issue the commission on
all recurring invoices, not just the first.

Commission is always paid only once per invoice. The only way to limit it
for the whole account would be to use the days to pay (although it would not
matter if the commission is being paid way into the future at variable
lengths per customer).
