Basically it did prompt me to upgrade but it died in the middle so I want to
try it again, but like I said its not asking me to import now.

Did you put the files into multi-user mode or get prompted to create an
admin account?
You can manually trigger an upgrade by using the login: "importold" at the
login prompt. But if it didn't work automatically, it might not work
manually either for whatever reason it didn't work automatically...
