By default, Optigold builds the drivers license number with the customer's state (otherwise drivers licenses need to be entered as: XXZZZZZZZZ)... with XX being the state, and ZZZZZZZ being the DL number. So if the drivers license is blank, then Optigold would end up passing just the state (without a number). So that's what you are seeing there... I'm going to make a change so that if no DL is specified, it does not try to build it with the state.
