By default, Optigold builds the drivers license number with the customer's
state (otherwise drivers licenses need to be entered as: XXZZZZZZZZ)...
with XX being the state, and ZZZZZZZ being the DL number. So if the drivers
license is blank, then Optigold would end up passing just the state (without
a number).
So that's what you are seeing there...
I'm going to make a change so that if no DL is specified, it does not try to
build it with the state. Then maybe it would at least get rejected
initially if the gateway requires it.
