A couple of months ago, after a _very_ bad experience with a local ISP, I signed up for a business account with Charter Communications. At the time I signed up, I asked them to delegate back to us the in-addr.arpa zones our the 5 static IPs. I was told at the time something to the effect of "we don't do that for customers at your level of service, and it's not going to cause a problem anyway." I told them at the time that it most certainly _would_ cause a problem, e.g. having mail blocked. Well after RoadRunner started blocking mail from _all_ of their customers' IP addresses, they got religion and are now working on delegating the reverse domains for my IPs back to me.
