some "controller" has to detect or be told that a server is down, and the
controller dynamically update the zone of the server's A record to a new IP
address. This is using dynamic DNS for failover. The A records will have
to have a short TTL so when the A record is changed, the effect of DNS
caching will me minimized.

some agent in the web servers senses server load reports the load factor to
the controller, that dynamically updates the A record in DNS to the server
that is least loaded. this is using dynamic DNS zone for load balancing.
