They don't. They pick one at random*, or if they have any recent
experience talking to your servers, they will tend to pick
whichever's fastest.

As far as other DNS servers are concerned, you don't have primary and
secondary DNS servers. You have a collection of equivalent name
servers.

* As far as I know (I could be wrong on this), this is not actually
true in any real sense. They "randomly" pick whichever is listed
first in the delegation records from the TLD servers, on the theory
that the TLD servers will round-robin them and thus make their choice
truly random. Unfortunately, the com & net TLD servers no longer do
this. Instead, they simply give out records in whatever order they
have them in their zone files, which is determined by unknown means
by Network Solutions.
