I have a DNS record set up like below:

example.com. NS dns.example.com.
example.com. NS dns2.example.com.
example.com. NS dns3.example.com.
example.com. A 192.168.0.1
mail.example.com. A 192.168.0.2
mail2.example.com. A 192.168.0.3
example.com. MX 10 mail.example.com.
example.com. MX 20 mail2.example.com.

Now I would expect that mail going to user@example.com would go to
192.168.0.2 since the priority is 10 and the server is functioning,
however I've been watching mail go to both mail and mail2 and I'm
wondering why. I was under the impression that the higher priority,
primary server would get all the mail unless it couldn't be reached.
However it seems that mail is getting routed to
both primary and backup. Can some brilliant mind shed some light on
this for me?
