Well what the installer is looking for exactly under OS9 is a file matching
the following criteria:

Type = APPL
Creator = FMP5
Version > 4.6

So it's not doing anything strange... can you confirm that your FileMaker
application on the machine it's not working on falls into the above
criteria?
