Auto completeing fields

How do I fix auto completing fields that that fill in the wrong information.
For example
When you create a new customer and put in their zip code 2 things could
happen.
1. If this is the first time the system has seen this zip code it will do
nothing.
2. If this zip code has been used before it will auto fill in the city
state and area codes that were used on the first customer that had that zip
code.

The problem is if the first customer had something wierd like an out of
state zip code than every time you add a new customer in that zip code you
will have to edit the area code.

Second Example.
The Usage fields. The documentation says that the usage fields are
completed by using the numbers from the numbers from the first billing cycle
item added. I do not find this to be true. Rather that as soon as a
customer is created. (the username , password, account type, and offer
code(if used) have been entered ) the usage fields have already been filled
in and must be edited manually.

How do i fix/change that?
