If you fix the first customer's account, it will work for future ones.

There are default values (defined under the usage preferences). If you have
usage products setup for the billing cycle item you are adding to the
customer (under the Edit Products section), then you can choose to use those
ones instead. You need to make sure that you have the excess usage products
defined within that billing cycle product (under Edit Products) and that you
have the "Auto Set Usage Products At Account Creation" setting set to 'Yes'
under the usage preferences.
