I don't see anything unusual about this server and its response to a
query about cnnic.net.cn. Maybe there's something unusual about the
packet structure that's throwing off QuickDNS Server.

You can probably work around the problem by configuring QuickDNS to
forward queries to your ISP's DNS servers. To really fix the problem,
though, you're likely going to have to upgrade to Mac OS X, or
migrate to another operating system.
