ORA-12571: TNS:packet writer failure

Hi there,

I recently apply service packs to my Windows 2000 Professional where I have installed Oracle Enterprise Server Version 8.1.5.0.0. Everything was fine until that. But now it is not possible to connect to Oracle (SQL*Plus, Toad or whatever).
Error message is : "ORA-12571: TNS:packet writer failure".
In sqlnet.log appears the next messages:
VERSION INFORMATION:
TNS for 32-bit Windows: Version 8.1.5.0.0 - Production
Windows NT TCP/IP NT Protocol Adapter for 32-bit Windows: Version 8.1.5.0.0 - Production
Time: 02-ENE-04 05:11:14
Tracing not turned on.
Tns error struct:
nr err code: 0
ns main err code: 12564
TNS-12564: TNS:connection refused
ns secondary err code: 0
nt main err code: 0
nt secondary err code: 0
nt OS err code: 0

In listener.log appears the next one:

TNS-12502: TNS:listener received no CONNECT_DATA from client
TNS-12571: TNS:packet writer failure
TNS-12560: TNS:protocol adapter error

I suppose service pack 4 has replaced any dll regarding network.
What can I do?, reinstall Net8?, reinstall Win2K?.
