Yes, I assumed as much -- that's what I meant by "web server." Didn't think
that would be a point of confusion.
I made the change, but there was no change in how it stripped my HTML tags.
Do I have to rebuild? restart? reboot? No of those things seem to help.
Also, I think your recommended edit was to the "Notes" field of a Tech
Support ticket? (isp.cust.techsupport.txt) Or does that apply to the
general "Notes" under "Broadband" info? That's where I wanted to add
hyperlinks.

You would need to make the change on the machine running your web interface.
