It's copying the encryption key from the named configuration to the
rndc configuration.

rndc uses either of two configuration files, either rndc.conf (a file
with lots of options, plus a key) or rndc.key (a file with just a
key, which assumes default values for all the options). Both are in
/private/etc; /etc is a symlink to /private/etc, meaning that you can
almost always refer to it as /etc, omitting the /private directory
name.
