When you import payments, they ALWAYS go to the payment queue first, there
is nothing special you need to setup to do it.

I'm not sure what version importing payments was added, but I know it's been
there for a long time (and definitely in the latest version).

The simplest format would simply be a file of customer logins for the
payments that declined.
