Restoring A user from hold

How can I set a OG so that if a users goes on hold they do not have access
to a particular product that authenticates through our radius server but
does not requires a dialup connection. And then how would I restore access
to that particular product once they have been restored. The problem is I
don't want the attributes for the radius passed generically (for everyone)
on restoration as not everyone is buying that particular billing item
(product).
