The problem is that port number, and the "allow {any; };". Apple
creates this completely bogus controls statement for no apparent
reason.

If you have a file called /etc/rndc.key, remove the controls
statement entirely. If you don't have a file at /etc/rndc.key, and if
you're on Mac OS X 10.3 or later, use this command to create one:

rndc-confgen -a
