Installing Remote (the main QuickDNS mpkg-format installer) will get
you a recursion server with default options - but then, so will
simply starting up named manually. Add Central to be able to manage
the server with QuickDNS.

It sounds like either you haven't installed QuickDNS Remote, or else
there's a problem in the configuration files preventing it from
starting.
