No. It should be fixed in Mac OS X 10.3.8 and 10.4, but it's not
currently fixed.

Your best bet is to download the source code and compile it, using
default settings for everything, and then use the -4 command line
switch.

Not sure. There's been some question whether "compiling without IPv6
support" really compiles without IPv6 support.
