Don''t sell account to list

Due to the fact that I have just castrated a spammer and have a couple of
more idiots that we have decided to no longer sell service too an
interesting thought came into my head for a feature that would HELP set
OptiGold apart from all other billing packages:
We now have 4 people signing up customers.....I am the only one who KNOWS
not to sign up someone......is there a way to have a DON'T GIVE EM AN
ACCOUNT file....basically, I see this function working by checking fname,
lname and street address against a file containing info about people that
are not to be sold accounts.
What do you think?
