But what if the manager is leaving for Canada next week on vacation and
wants his employees to be able to sign up accounts in his absense?

A blacklist is the answer. Just last week I heard an employee repeating
back the name of a customer I didn't want back. I immediately wandered
over and had her very nicely explain that we didn't want that persons
money.
