Ask Google about it. It could be an illegal promotional code. Where you use it to get Adwords credit for free but it's already been used.
I would do affiliate marketing because it pays better. If you used ads they wouldn't get you very much.
I don't think Adwords ever bans you for no reason. It's usually because you broke one of their policies.
My best advice is to hire someone to manage your adwords account if you know for sure your product will sell.

I don't think Google has trouble stopping evil sites. They have very advanced filtering of low quality content.
All you need to do is start a campaign. Pick the ad you want, set up targeting and bidding. Pick keywords if it's Adwords. That's pretty much it.
