I think forums work better than commenting.like someone said, many forums allows for a signature where you can insert a link to your site
With facebook i doubt that. I wouldnt know about discuss because i havent really tried it
Inbound links increase your google love and so you are most likely to rank high on google if you have more inbound links
You can also try problogger and johnchow
It can be illegal sometimes with excess use of it.like others said a lot of crapy links could lead to Google penalizing your site if they discover you
