are you able to increase your budget cause i don't think any host will provide you hosting for 1GB of space and 1TB of bandwidth for $5/month.
what are you looking to host mainly that needs to be offshore?
does it have to be offshore or can it be US based?

do you absolutely require they be in the UK?
it will depend on what you purchased through paypal as they do not offer buyer protection for intangible products which is pretty much anything...
