If I'm in my room, I usually just watch them from my computer with 22" monitor, or I attach my laptop to my 32" tv if others are also watching...
I know IE7 isn't much better than IE6, but at least IE6 market share is pretty low now, so I don't even worry about it when designing a site.
I started by reading Head First HTML & CSS. It's a good starter book.

I've used windows and linux based OSes, and linx is ok, but I'd much rather run windows due to its software availability.
I use an i5 2500k. Got it for $190 after tax, and it runs anything I can throw at it.
My first was an Intel 386-DX 100 mhz system with 8 or 16 mb of ram and a 100 mb hard drive. It barely ran Windows 95.
I'd give it a day or two. They're probably working on it.
