Are Forum posts going to give a backlink a lot of weight?? which will be best for building backlinks? forum? directories? social? or article??

Since google has all the information on users search patterns why cant they make this tool more accurate?

I have submitted alot of sites with dmoz with 0% success, some of the sites were very high quality but still not listed in dmoz.
