It's probably because of the cookies and stored search history on the computers. I have the same "problem" myself.

I used to submit, and paid for quite a few, but it did not effect my serps effectivly so I stopped wasting my time.
I have learned not to look at the little green bar anymore, there are more accurat ways of measuring your sites sucsess ;)
It's really anoying that google don't make a toolbar for chrome. Makes me think that the google toolbar makes the browser too slow...
I would also recommend blocking the folder using robots.txt It's also easy to check if it actually works using google webmaster tools.

Don't think there is a rule for this. I have sites with sitelinks in google webmaster tools, but a year later they still don't show on google...
