try to submit your site to quality directory and bookmarking sites and submit your site to forums as well
The only way is to update the site content fast as you can.... and create some good backlinks for your site

i dont think meta keyword is going to work anymore...only meta description and title will work for you so focus on that instead of meta keywords
i dont think so that page rank help us in SE ranking....traffic and page rank are both different things.... so dont consider both for traffic

Pr of page matters more then pr of domain... but if any site having good page rank ie page rank of domain and your link is just added on the page...
