    $3 is too low, especially for the work involved. $10 would be better, anyone doing it for less than that probably wont do a very good job.

    The "iframe#center {" tells it to look for an iframe with the ID of "center" and apply the CSS contained within the brackets.

    Yeah, put the CSS with the rest of the CSS (in the head if you have it there). ID tag goes inside the iframe tag <iframe id="center"> etc.
