      He is buying sites at $50.00 or less, once the transfer is complete contacts the seller to buy back for $10.00 less than sold for.
      If declined he files a "not as described" dispute .

      He is attempting to get the domains and files for $10.00 then selling them at a much greater price.
      Should this happen to you, do not refund, escalate to a dispute and establish a track record.
